Abstract: This document contains a statement by Mr. David Hancock Killeen, expressing regret for missing a public meeting organized by the Progressive Tong Hien's Association. Killeen criticizes the Dewan (Prime Minister) of Travancore State for introducing a free and compulsory primary education scheme that neglects religious instruction for Muslim and Christian children. He argues that education without religious grounding is meaningless for these communities and cites the Madras Elementary Education Act, which protects Muslim children from compulsory attendance unless religious education is provided. Killeen accuses the Dewan of adopting a step-motherly attitude influenced by the Hindu Congress's "nationalist" policy of suppressing minority cultures.
Description: A public statement condemning Travancore's education policy for marginalizing Muslim and Christian religious instruction, framed as part of a wider Hindu nationalist agenda and directed towards Jinnah's attention. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
