Abstract: This document is a detailed critique of the Indian Railway Budget for 1945–46, authored by Dr. M. S. Nata Rajan, Director of the Diwan Chand Political Information Bureau, and forwarded to M. A. Jinnah. It condemns the budget as "unorthodox" to the detriment of the public, accusing the Railway Board and Government of India of arbitrary and frequently changed methods of allocating funds to capital, depreciation, and working expenses. The analysis highlights that between 1944–45 and 1946–47, Rs. 61 lakh crores were improperly debited to working expenses instead of capital and depreciation accounts under the pretext of wartime price increases.

Description: A sharp policy critique of the 1945–46 Railway Budget exposing fiscal manipulation, arbitrary accounting, and neglect of public welfare, submitted for Jinnah’s attention during the final years of colonial rule. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
