Abstract: A set of documents from the early 1960s addressed to Miss Fatima Jinnah (“Mader‑i‑Milat”), the Chief Martial Law Administrator, and President Ayub Khan. A doctor from Lahore warns that Hindu evacuee banks are filing civil suits against Pakistani Muslims to recover pre‑Partition loans, contrary to Quaid‑i‑Azam’s declaration. Another petition from refugees in Sukkur complains that they are being asked to repay ration, bullocks, and seeds given as help eleven years earlier, which they had understood as free assistance, not a loan.

Description: The first letter (page 106) from Dr. Fazal Karim (Lahore) urgently requests Miss Fatima Jinnah to contact the President to stop an “anti‑Muslim” financial attack. A lengthy memorandum (pages 107‑109) to the Chief Martial Law Administrator details that after a 1957 press note declared evacuee banks not subject to evacuee property laws, Hindu banks began suing Pakistani Muslims for pre‑Partition debts, including compound interest. The writer cites Quaid‑i‑Azam’s stance that such banks have no legal right to recover loans and warns of disastrous consequences for refugees and locals. A third document (pages 110‑111) addressed to President Ayub Khan and copied to Miss Jinnah comes from refugees in Sukkur who say they were given ration, bullocks, and seeds as help, not as a loan, and now face repayment demands eleven years later. They also complain about delays in land allotment and that non‑claimant refugees are being evicted from their small holdings. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
