Abstract: A memorandum from the Working Committee of the Jinnah Awami League, Bahawalpur, to the Prime Minister of Pakistan, alleging widespread corruption, nepotism, and misconduct by the Chief Minister of Bahawalpur State. The complaint focuses on the allotment of 29 cotton ginning and pressing factories, where refugees (Muhajirs) were entitled to 24 factories but received only 4, while 25 went to relatives, friends, and political supporters of the Chief Minister. A detailed list of allottees and their relationships to the Chief Minister is provided.

Description: The memorandum argues that the absence of a PRODA‑type law in Bahawalpur State has allowed the Chief Minister to misuse his office without fear of judicial enquiry. It provides a detailed breakdown of 22 factory allotments, naming allottees and their connections to the Chief Minister (e.g., father‑in‑law, brother‑in‑law, sons, councillors, polling agents, party workers). The document includes references to a Bahawalpur Government Gazette dated 6 September 1952 and expresses hope that the new Prime Minister (after Khawaja Nazimuddin’s dismissal) will take action. The memorandum is part of the broader archive of Miss Fatima Jinnah’s papers. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
