Abstract: A collection of petitions and representations from S. T. Quadri, a displaced person and former Head Clerk (AOC No. 1501) at Central Ordnance Depot, Rawalpindi, addressed to Miss Fatima Jinnah (“Mother‑e‑Millat”) and President Field Marshal Ayub Khan in 1960. Quadri claims his 18 years of confirmed service were terminated without cause or show‑cause notice on personal grounds by the Commandant, Colonel D.A. Durrani. He was reinstated by higher authorities (Director of Ordnance Services and Assistant Secretary to Ministry of Defence) but the order was later cancelled by the Acting Director of Ordnance Services. He requests an interview, reinstatement, payment of dues (over Rs. 6,000), and discharge certificate.
Description: The collection comprises several registered A.D. letters (dated 13, 28 January and 18 February 1960) from S. T. Quadri to Miss Fatima Jinnah and President Ayub Khan, enclosing supporting documents and testimonials (1943‑1947) from officers and a Muslim League MLA. Quadri narrates his service history: born in 1905 in Jubbulpore (C.P., India), migrated to Pakistan in 1947, served 18 years in Ordnance Corps, and had his service terminated on 10 December 1957. He was recommended for confirmation under a 50% confirmation scheme but was dismissed without any charge or notice. Despite a reinstatement order (April 1958) and a policy letter (May 1958), the order was cancelled (July 1958) while the Director of Ordnance Services was on tour. Quadri has received no pay or dues since termination, his family of eleven (including an aged mother) faces starvation, and his children’s education has stopped. He urgently seeks Miss Jinnah’s intervention, an interview with the President, and justice in the name of Quaid‑i‑Azam and Islam. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
