Abstract: This is a handwritten letter from a colleague to M.A. Jinnah, dated 13th May 1939. The writer, staying on a houseboat in Kashmir, discusses the strategic dilemma of whether the Muslim League should sign a no-confidence motion with other members of the legislature. He argues that if the party is committed to "working the Constitution," it may be necessary to declare no-confidence in the current government, citing the deliberate appointment of a Secretary hostile to the League despite their protests. The letter also provides a positive update on the organization and progress of Muslims in Kashmir.

Description: This collection of a personal, handwritten letter to Quaid-e-Azam M.A. Jinnah. The document provides a ground-level perspective on the tactical considerations facing the Muslim League in provincial legislatures. It reveals the internal debates about collaborating with other parties on motions of no-confidence while maintaining a policy of working the constitution. The letter also serves as a brief report on the political mobilization of Muslims in Kashmir, indicating the correspondent's role in keeping Jinnah informed about regional developments. The cursive handwriting presents some challenges for a complete transcription. SCANNED BY: NATIONAL ARCHIVES OF PAKISTAN.
